Parliamentarians Rally for Evidence-Informed Policymaking in Kenya

Nairobi, Kenya — June 5, 2025: In a bold step toward a more accountable and responsive government, Kenyan legislators convened at a Nairobi hotel today for a high-level parliamentary panel discussion on evidence-informed policymaking. The event, spearheaded by the Kenya Women Parliamentary Association (KEWOPA) in collaboration with IDinsight and with support from the Hewlett Foundation, brought together lawmakers, researchers, development partners, and civil society to chart a new course for governance driven by data and research.

The discussion comes at a critical time for the country, as Kenya grapples with a host of complex challenges—from youth unemployment and gender inequality to digital transformation, public health gaps, and pressures on the education system. Yet as participants noted, many policy decisions still lack the backing of credible data, limiting their long-term impact and effectiveness.

> “We must move beyond rhetoric to results. Beyond assumptions to accountability,” said Hon. Leah Sankaire, MP and Chairperson of KEWOPA. “Our Parliament must lead by example in putting evidence and data at the heart of governance.”

 

The forum underscored the urgent need to institutionalize the use of research and evidence in all aspects of policymaking, including legislation, budgeting, and oversight. Discussions focused on real-world examples where evidence has led to impactful outcomes, such as recent health and social protection reforms and the integration of digital tools in government services.

Attendees also examined systemic barriers to evidence use—ranging from political resistance to institutional capacity gaps—and explored strategies to overcome them. A recurring theme was the importance of strong cross-sector partnerships between Parliament, academia, civil society, and international development partners.

KEWOPA emphasized that inclusive, evidence-based governance is not a luxury but a necessity for building a just and equitable society. The organization reiterated its commitment to championing policies that reflect lived realities and are grounded in robust data.

“This convening is not merely symbolic—it is strategic,” said Hon. Sankaire. “Let this discussion be remembered not for what was said, but for the actions it inspires.”

 

As Kenya continues to strive toward Vision 2030 and the Sustainable Development Goals, today’s event marked a renewed call for decision-makers to place evidence at the core of national development efforts. Stakeholders left the forum with a clear message: policymaking must be driven not by politics alone, but by proof—setting the stage for a future where data informs action at every level of government.
